Slow Login Internet Explorer Branding Policy

Symptom: During a Citrix / RDP Login the Applying Internet Explorer Branding Policy the login hangs for about 10 – 15 seconds.
Solution: Steps 1 through 4 is everything that was supposed to work. Step 5 is what actually fixes the problem. 

  1. Make Sure your using the latest ADM for Internet Explorer
  2. Make Sure External Branding is Disabled in Your Policy
  3. If your using Mandatory Profiles Make sure External Branding is not part of the Mandatory Profile.
  4. Apply this Hotfix From Microsoft http://support.microsoft.com/kb/899409/en-us
    Note: This will work if your using IE 6.0 but will not solve the issue for IE 7.0 or 8.0 SR1.  As of the date of this post Microsoft does not have the same fix for IE 7.0 or later
  5. Copy an old version of iedkcs32.dll (version 16.0.3790.1830) back to C:WindowsSystem32iedkcs32.dll
    Note: You can find it in C:windowssystem32. make sure you make a backup of the original dll. The old dll can be found in your i386 folder .

Additional Notes
- Windows 2003 SP2 will not fix the issue.

- You can also replicate this behavior using an RDP connection and IE7 as initial app for a user who has never connected to a server. You will then see the same message, pause, and
delay. It appears that brndlog.txt is written into the users profile and is then queried.

-On the server, you change HKEY_LOCAL_MACHINE SoftwareMicrosoftWindowsCurrentVersionPoliciesSystem REG_DOWRD DisableStatusMessages to 0 to enable the familiar msgina status window and also check that your GPO enables Verbose messages.
